It doesn’t matter if it doesn’t make sense for Alliance to have access to it, it’s been a thing for years. They fixed a bug.

Update: i just did this quest, all you have to do is go kill 5 dwarves near or in BRD to get the weapons to drop, then go to the Shadowforge City inside BRD (where the fire elemental boss is) and use all 5 weapons there. Once you do that, you go back to orgrimmar and turn in the quest and you get the tabard.
